If you have a web application running on IIS Servers A and B connected to Server C running SQL Server, do you get

a) a 2-user SQL Server License since you only have Servers A and B as "users"

-or-

b) a 1- or 2-processor License since there is a potentially unlimited number of visitors or "users" coming through the Internet
